I have done everything Blizz says I neeed to do and it is still been 4hours of download

and its only 45% done

Did you not preload the three big chunks over the past few weeks? 

Try going into preferences and turning off peer-to-peer.  Blizz's torrent client will flood your upstream, severely reducing your download speeds.

You can run the Blizzard Background Downloader while you play Oblivion or whatever. It's about 4gb of files and whatnot.

As long as Oblivion isn't an online game no, it won't. When I'm doing large-scale downloads (like the WoW client, or big patches), I tend to shut down all my other internet-using programs and fire up a single player game. Mass Effect, Fallout 3, whatever. Internet Speed != Processor Speed

Yeah, when Blizz makes the background downloader available to you, USE IT.  Otherwise you get royally screwed on patch day.
