Nah it's great.
How would anyone not use this? It's our version of execute/kill shot. We can spam Ferocious Bite on raid bosses and not have to worry about reapplying rip.
As the class sits right now
As the class sits right now there's so many better places to put points in the Feral tree than a very situational effect that only works at such a low hp %. I might have to look at the whole class after patch 4 to see if this would suddenly make sense. I know I rarely use FB going full tilt on a boss as I have better places to burn combo points.
Feral tank/dps
I think they've done a pretty good job of separating the two specs. In cata it's to the point where you can't do both without gimping yourself in both departments. I guess you could put the two points into infected wounds, but you could just take 2 points out of feral swiftness (I like mah 30% speed buff though)
There's only 4 feral finishing moves. Definitely want to keep Savage Roar up, but if Ferocious bite refreshes rip there's no need to use rip below 25%. And though I can see you using maim on maybe an add to interrupt casting, I doubt it'll have any affect on raid level bosses.
Right now, yes FB is rarely used, only if SR and rip have plenty of time left on them and you are hanging at 5 combo points pretty much.
