Kinda Tech. Question:

I am not the most computer literate person and I know we have some in guild. I am stoked to have a $60 gift card to Best Buy and I already know I want to get a new sound card. I have gotten really into pvp here lately and being able to actually talk with help not only with that but with raiding, questing and also just socializing. Anyways (sorry kinda excited) I dont know what kind of sound card to get. It "seems" pretty good and the price isnt bad, but is it worth it? One note is: it is a $60 gift card and I really dont have any extra money to put into it, so the $60 is max price for me atm. I also got a $25 gift card to amazon to get a new headset so some advise on that would be helpful as well. Thanks in advance and look forward to actually *talking* with you asap!!

Is the only reason you're looking to buy a new sound card so that you can do voice chat in PvP? If so, you don't need to buy a new sound card to do that. You can buy a USB headset which will negate the need for a new sound card. Here's a good option in your price range:

SteelSeries makes good, lightweight headsets (though the weight makes them a bit fragile to handle with care) and for $60 you get a headset and soundcard and can use your other $25 on something else.
I can hear with my computer
I can hear with my computer now through regular headphones, but when I put a headset with a mic in it will not recognize the mic. I even tried using Leliah's headset on mine and it still wouldnt work. So I figured just replacing the sound card would be best and then get my own headset with a mic to chat in Mumble.
To me your problem sounds
To me your problem sounds like a driver/software problem, not a hardware one. If your computer has a microphone jack in it, barring extreme circumstances, it would likely work -- which makes buying a new sound card an expensive fix to the problem.
If you'd like to try diagnosing your existing problem, I could help you with it. Though, if you have your heart set on spending your money on a new card, you're more than welcome to.

Yep - sounds like a driver/software issue. Outside of some special circumstances (semi-professional multi-channel recording and such) the whole concept of a seperate sound card pretty much died off years ago (along with a seperate network card and modem). Just go USB and then it's all done through software.
I still have a nice, older mic + stereo headset that I paid like a $100 for years ago - I bought a USB adapter so I can plug the mic + stereo into that and then it just takes a USB slot on the back. I used plug it into the old standard mic + headphone jacks on the front of the PC, but it so much easier to go USB and then configure the input and output volumn and such in software.

SteelSeries makes great headsets; I definitely recommend looking into them. I bought the Creative Labs WoW headset and was really frustrated with it. The Cacc gave me a SteelSeries set as a gift, and I love them. They're lightweight, great sound, and really durable, and not too expensive either.
I also agree that your problem shouldn't require a new soundcard to fix. I can talk through a mic just fine, and all I have is my onboard soundcard that came with the comp. So don't go waste your money on that. Get a nice headset and get it set up properly and you should be fine. :)
