Available at level 20 if you know where the quest chain starts. I went on a rampage and killed every guard in town along with several named NPCs with this thing and never came close to dying.

It's apparently a reference to a sword from Oblivion.

... but you still can't improve it by smithing or enchanting.  The 30 life leach it gets to is godly though.  Does it work on constructs or undead?

There was a sword in Oblivion like that.  You went in some random cave and killed someone and got the sword and you were then in great shape.  Good times.
